Peru’s Soberon To Present Anti-Drug Plan To Congress Tuesday

The head of Peru’s anti-drugs agency, Ricardo Soberon, will be in Congress today to present the government’s new policies for combating the drug trade, state news agency Andina reported.

Legislator Tomas Zamudio of President Ollanta Humala’s Gana Peru party said that Soberon will make the presentation to Congress’ Defense Committee, of which Zamudio is president.

“Soberon will explain in detail the new strategy that will be applied in this government, since the policy against drugs, as it has been applied so far, has not given results,” Zamudio said on Monday.

Peru is the world’s biggest producer of coca leaf, from which cocaine is made. The main coca producing regions are the Upper Huallaga Valley in Huanuco region and the Apurimac and Ene river valleys, or VRAE, in central Peru.

Soberon became the head of the anti-drug agency, known as Devida, in early August following Humala’s inauguration.

He has been heavily criticized by some media and analysts for his connections to coca farmers and uncertainty about his stance on coca eradication. The government has pledged to continue with eradication but intends to stress other facets such as crop substitution.
