Update: Peru’s Congress votes to overturn Decree 1097

Peru’s Congress voted to repeal the controversial legislative decree 1097 on Tuesday, daily El Comercio reported.

After a 3 hour debate, the decree was overturned in a 90-1 vote. Lawmaker Luis Giampietri, who also serves as first vice president in Alan García’s administration, was the only member of Congress to vote against repealing the decree.

Decree 1097 was one of four legislative orders recently enacted by Peru’s Executive which has raised serious concerns among human rights organizations. Critics have described it as a defacto amnesty for Peruvian military men accused of human rights violations.
